first_imgEducation Minister Karen Casey wants to review the effectiveness of programs and services designed to support students with special needs. “Providing a quality education to all students is our highest priority,” said Ms. Casey. “It is important that we monitor and regularly review all educational programming to make sure we are meeting the needs of students.” The Department of Education released its Special Education Policy in 1996. The policy, supported by the Education Act and the Charter of Rights and Freedoms, guides school boards in the development of educational programming for students with special needs. As in the other provinces across Canada, Nova Scotia supports inclusive schooling for all students. In 2001, the Department of Education undertook an extensive review of the implementation of the Special Education Policy. A broadly representative group, the Special Education Implementation Review Committee, made 34 recommendations aimed at addressing challenges in the ongoing implementation of the policy. The department has addressed each of the committee’s recommendations while increasing funding to support special education programs. The review will examine the effectiveness and efficiency of current special education programs and services, and determine the impact inclusion has, if any, on the classroom learning environment. The review will also determine whether the funding provided by the department to support special education programming and services has resulted in the intended outcome to meet the educational needs of students with special needs. A two-member external review team will begin its study early in 2007 and report its recommendations to the minister by the end of June. The appointments will be announced in the next few weeks. The team will provide the minister with recommendations to either add, end or modify programs and services to better meet the needs of students receiving those services. The Department of Education is investing $128.5 million in formula funding this year to support students with special needs. In the past year, the province has also added close to 150 specialists, including speech language pathologists and school psychologists to help give students the support they need.last_img read more
